A Roadmap for Rebuilding: The Arts as Civic Birthright
This roadmap is a guide for reimagining how Michigan supports arts and culture. It lays out a series of ideas and policy recommendations that would help create a stronger, more equitable, and more sustainable arts ecosystem across the state.
For too long, artists and cultural organizations have had to compete for limited grants, rely on short-term funding, and constantly prove their economic value to receive support. This document argues that the arts should be treated differently. Just like public schools, libraries, and parks, arts and culture are essential to healthy communities. They help preserve history, strengthen neighborhoods, improve mental health, build connection, and give people a sense of belonging.
The roadmap explores practical ways Michigan could create long-term public investment in the arts, including dedicated funding, better support for individual artists and community organizations, stronger partnerships with government and healthcare systems, and policies that address historic inequities in arts funding.
Rather than offering a finished solution, this document serves as a starting point for conversation, collaboration, and action. It is an invitation for artists, community members, advocates, policymakers, and funders to work together toward an arts ecosystem that is stable, accessible, and reflective of the people it serves.
